Abstract The societal and policy transformations associated with the coronavirus disease pandemic are currently subject of intense academic debate. In this paper, we contribute to debate by adopting a systemic perspective on change, shedding light hidden indirect crisis effects. Based comprehensive analysis agenda developments in Germany, find that led profound shifts political attention across areas. We demonstrate these gains losses per area vary extent which respective areas can be presented as relevant managing its repercussions.
